I am trying to express that I understand the resentment behind some 'attitude', and possibly some of the violence. I presume most violence was jonesing and condone none of it.
Am trying to get across what seems like a border of perjoration.

On opening the sluice to that neighborhood - I probably understand it, given earlier evacuation orders, and the needs at hand. But I understand that fellow's anger, whose neighborhood had been okay, who had been told to get out because the sluice would be opened, who had just been struggling through high water, with others, and (soldiers) were laughing -
maybe or maybe not they were laughing at him. But these conditions have not up to now fostered civilization.

Maybe things are better on other fronts.

I haven't liked all the posts about "those people".

Yep. Only in the good ol' US of A.
There are scores of horror stories just like this that we will NEVER hear about.
