I have read (from non-experts, I think) that COVID vaccines don't stop infection or transmission.

I think these people mean that the vaccines don't totally stop infection or transmission.

That said, don't they reduce the rate of infection and transmission?

Probably to some extent. But what the covid vaccines do most of all is reduce the severity of the disease for those who contract covid.

If your covid vaccinations are up to date, you still might contract the disease and transmit it, but your likelihood of ending up hospitalized or dying are massively reduced.
