Why did the health authorities need to delay the roll-out of the COVID vaccine pending the completion of Phase III trials?

Phase III trials are to ascertain vaccine effectiveness. Safety was demonstrated in Phase I and in Phase II.

During a pandemic, why not try a safe vaccine even though it might not be effective?

Giving everyone a shot of distilled water would not do to improve health, encourage risky behavior and diminish faith in vaccines.
