Walter, one of your questions went unanswered. You asked some time ago whether the Marshall Trilogy and subsequent court rulings apply to all indigenous people, e.g. the Samoans. The answer is no. Hawaiians in their own homeland have no special rights, either. There is currently a bill before Congress, the Akaka Bill, introduced by a representative from Hawaii who happens to be a native, which would extend to native Hawaiians the same recognition of autonomy which their counterparts on the mainland enjoy. It has been stalled in committee for quite a while now and is being bitterly opposed by legislators from such gaming states as Nevada who fear that once such recognition is extended, it will lead to the establishment of big-money casinos. Tourism is already Hawaii's major economic resource. With gaming added, it would offer some serious competition to places like Las Vegas.

You understand, of course, that gaming, as such, has never been mentioned by the opponents to the Akaka bill, although everyone knows that that's what it's mainly all about. They've found all sorts of other things to be alarmed about, such as fear that a 'government-within-a-government' would be created if Hawaiian natives are given autonomy. It's a rather specious argument inasmuch as the natives in the other 49 states on the mainland already enjoy this type of autonomy.
