in near-real time, The feed

Satellite tags provide clues to such questions, because they allow scientists to track sharks in near-real time. Whenever a shark's tagged dorsal fin breaks the ocean surface, the device uploads a satellite radio signal. The feed can deliver data to desktop computers in one to two hours.

in near-real time: I think it means "in almost the same time", right?

the feed: the feedback signal or the feedback device?

Right. "Real-time" generally means "as it is happening" rather than recording the data and reviewing it at a later time.

And yes to "feed" as well; here it refers to the data stream that is being "fed" to the desktop computers.
