Can anti biotics sometimes not work on epididymitis?

So I've had the issue since the last October, I was given a 5 day courses of anti biotics from the first hospital, after ultra sound, blood works and urine test, felt better. But the pain came back, so went to another hospital, they did a physical, found nothing abnormal again, did unrine test, and blood work. Give me different anti biotics, but this time didn't really do much, compared to first anti biotics. A friend suggest a herbal medicine named diuretic and anti-inflammatory pill, and I tied, it helps a lot and pain free. Why antibiotics not? Same treatment can not work for the same disease?
