Logic Confusion

The air is so warm that I pare down to a T-shirt and a splash jacket, though the lake is only 40 degrees.

I judge by the sentense that the air temperature mentioned in this article is warm yet the water termperature is low. But why is 40 degrees a low temperature? Does the author put off his clothes because of the warm air temperature?

i'm fairly sure that's 40 degrees fahrenheit, which is about 5 degrees celsius, quite cold. but the air must be much warmer--he says "so warm"--and thus he removes most of his clothes.
