Does the FTC make laws?

Hi. I'm not an expert on business, law, government and politics. I know the FTC (Federal Trade Commission) regulates and enforces laws but do they make laws? I have an FTC-related question I want to ask and I want to make sure I have this straight.

Please help. Thank you.

COPPA was written by and passed by Congress, signed into law by then President Clinton.

No. The legislative branch makes laws, as signed by the president or if a veto is overridden.

You don't need to be an expert in law to know this. You need to pass 6th grade social studies.

I know that. COPPA is a law that's managed by the FTC.

I was confused because according to read I read and saw about COPPA and the FTC online it seemed like the FTC creates their own laws. I thought COPPA was a law they created.
