"Liberty is the universal longing of every soul, and democracy is the ideal path for every nation"

As above is a sentence from Rice when she visits Egypt. And my question is: Is she citing from some classic literature work? Or it's her own motto?

Trans, I googled it extensively, but all it came up with was her as the author. Bush said something similar in his inaugural address:

"Eventually, the call of freedom comes to every mind and every soul."

So she may has a sound literature background for the sentense is wonderful. I googled, too, but I'm not too sure since my English is poor. Thank you.
