Christmas 2003 - bungled intel reports - again...

When the terror alert was raised in Christmas 2003 we have now found out that poor intelligence (again) was the cause of the faulty altert.

This brings me back to quite a few threads on this forum - when your intellingence is not only fallible but poopy:

1) You cannot detain people without rights and think that you can trust our intelligence corps of having anything close to the right person detained.

2) You cannot perform preemptive strikes based on said intelligence.

3) You have to be slow to war.

4) You have to have an overactive press corps that is attempting to check the 'facts' of the government.
