This is not a criminal trial where a jury gets to decide on innocence or guilt. The burden of proof is on Saddam. He must show clearly and unequivicably that he has conformed to the conditions of the cease-fire. He has not done so, and has been caught repeatedly in lies about the extent to which he has disarmed.
The UN inspectors have been ineffective and unable to confirm any but the most grudging compliance with the conditions under which the Gulf War was put on hold. For years Saddam pushed foreward his nuclear ambitions and added to his stores of prohibited munitions under the very noses of a large continguent of UN inspectors. Only the most naive can have any doubt that Saddam has, and intends to use, weapons designed primarily to kill non-combatants.
Saddam's lies will be revealed in the next few days when he resorts to the use of chemical/nerve agents, and begins to launch missiles into Israel.

It's hard to respond to people like you who have clearly remained willfully ignorant of the evidence that has been offered by the inspectors, the US, the UK, and others. I can only assume that you wouldn't believe Saddam had WOMDs even were he to drop them on your house.

Chemical use would spark French action
France will enter a war against Iraq if Saddam Hussein uses biological or chemical weapons against US led invaders, the French ambassador to the Washington has said. Meanwhile, French President Jacques Chirac has reiterated that Paris believed there was no justification for military action. But in an interview with CNN in Washington, Ambassador Jean-David Levitte said Iraqi use of biological or chemical weapons in a war would change France's position.
