Ive just realised that 'Chav' is a new word.
Where did it come from?
Who made it up?
Who decides what a new 'thing' is called?
I don't know but I want that job.
If it's Romany, it's not new, just new to you and maybe to English.
In answer to your other questions, anybody can make up a word. Whether or not it spreads and becomes part of the language is another thing altogether...
Chav is UK slang for white trash people.

I do believe that the "chav" in heavy use at the moment orginated in the town of Chatam in Kent. It is a shortened version of "Chatam Average".
I don't think it descends from the old word quoted by the OP but has some similarities by coincidence.
