So things get intimate and she gets on top of me, and btw its a new relationship. Everything goes well, no intercourse, and then she texts me that night acting like she didn't mean too. Like I get it sometimes you cant control yourself but it happens every time we hangout. What does it mean??? Like she keeps apologizing too, it just doesn't make any sense.

Perhaps she’s apologizing for getting turned on, then getting on top of you - and is embarrassed afterwards.
Assure her she doesn’t need to apologize and that you enjoyed everything.

In this day and age it could be risky for a male to be in a sexual relationship with a female that seems to be in conflict over the relationship.
Suggest it might be wise to just walk always.
