Latin is an inflected language, so as the sound of a word changes so does its meaning (eg Sky=Caelum, of the Sky=Caeli). There is no the or a in latin, the Romans did without.

Rex Caeli = King of the sky

or

Rex Caelorum = King of the Skies

note: plural use of Sky in latin is rare (well I haven't seen it yet) so consider using the singular.
