why we always use "will" when talking about future
while "shall" is rarely used?

'Shall' has pretty much fallen out of favor in spoken English, except for emphasis. When I was learning the language, we were taught that 'shall' is the proper verb for the first person ('I' or 'we') whereas 'will' is the proper verb to go with a second or third person pronoun. But, as I said, that seems to have gone out of favor in informal use.
