There are huge number of people maintain that a test of English is very necessary. It is unvalued, if a person only can write English words but have no capable of speaking. Speaking is the capital way of communication.
However, some body claim that if we can get the idea from the foreign reading matter that all. It is not key point can we speak fluent English.
I back up having a test of spoken English. We always hear a sentence like that:Communication knows no bounds. If we can not speak fluent English how can we get touch with the friends from foreign country. So I often practice my oral English on morning.

If we test how well a person writes English, shouldn't we test how well they speak it? The question is a popular one, a hot topic of conversation, maybe those conversations should be in English. Many people think a written test is necessary, but without a test of the spoken word, such a test loses it's value. Speaking is a primary way of communicating.
Some have argued that if we get the main idea from an article from foreign reading matter that's good enough, that it's not important that we speak as well as write fluent English, but I support the idea of a test of spoken English. We often hear the saying that communication knows no bounds. If we can not speak fluent English how can we get touch with the friends from foreign countries? So I often practice my oral English in the morning.

I hope you like the changes, Vincent, I think you are correct that speaking a language can be as important as writing it.
