As bazaar as it seems, the bottom view in the drawing file was wrong. Every dimension was off from the parent view and each one was different to eliminate a scale issue. By re-projecting the view, it came in right.

Do dimension mean the scales on a ruler or the size of something? be off from mean is different from? Why each one was different may eliminate the scale issue? What is a scale issue? Thank you.

I think you'd need to give more context before anyone can help you with that.

By the way, you mean "as bizarre as it seems", not "bazaar". A bazaar is a Turkish market-place!

Translatorcz, let me tell you that, whatever the context of this text, it is not precise English. Though I could guess what its intended meaning is, the diction has certainly made the process more difficult.

"Dimension" is clearly being used to denote "size" and, in this case, "every dimension" refers the sizes of the discrete drawing components that constitute the entire drawing (such as lines, points, arcs, etc.). To "be off" means to be mismatched. "Scale issue" means little; "issue" is an overused and inaccurate euphemism for "problem." In this context, "scale" refers to the size ratio between an original drawing and a duplicate.

A scale problem generally suggests that some part of the duplicate drawing is distorted or out of proportion to the original. Why would each being different eliminate a scale issue? I have absolutely no idea.
