Who is "without firing a shot"? Trump? What coldjoint meant is that Trump has not attempted taking action of becoming a tyrant?

Context:
F: You know, in the past I saw Soviet Dictators joining crowds in applauding their own speeches and now I see Trump doing it. It's a clear sign that he is a tyrant who wants to lead the US to total global domination.
