Is the second "playing needed?

I prefer playing football to playing basketball. (Here I am referring to both playing football and basketball.)

Is the second "playing" needed?

It is not needed, but i agree that it makes the meaning clearer. It would be more likely that the second use of "playing" would be dropped in colloquial speech.
