In the Cold War, the US and USSR led two spheres of influence, striving for ideological domination of the planet. Countries which followed either superpower closely were called satellites of that country. Soviet satellites, e.g. Czechoslovakia, didn't have much choice about it, since the first move towards dissent usually resulted in invasion.

Generally spoken, any Empire creates a system of satellite nations - starting with the Romans and ending today.
The empire (or nowadays 'leading nation') showsresponsibility for the security and the well being of the satellite as well, as keeping them close to its own poltics etc.

In modern times, e.g. in 1921 Mongolia became the first Soviet satellite nation, and Albania the first and only of China (past 1949).
