J'essaie de ne pas depenser trop d'argent.

Can I put "par" behind "depenser", changing the sentence into "J'essaie de depenser pas trop d'argent."?

What is the difference between "tout" and "tous" ?

Yes but then people will see you are uneducated.

"Tout" refering to "all" things (material and unmaterial).
"Tous" refering to "all" people.
