I think it's not quite right.
Maybe try, "The film is set in the <insert which war> period of Czech history."
yes, situated probably refers to place, not time
so maybe I could also use "take place"
That might work. I think set is the closest, though, since it is used to describe the background in movies and stage shows. 'On the set...' and so on. There might be a better word. I'll have to think about that.
