Hi, could anyone help me understand the words above in blue, which is excerpted from a book, via rephrasing and parsing them in simple sentences?

Here's my try, but I'm not sure if it is correct. Actually I feel it is incorrect.

The client fails to do what the his/her Surface Structure claims. The consequence of that is necesssary, and we must know.

What's the logical subject of "is necessary"?

Therapists' clients have something called a "Surface Structure".
This Surface Structure may claim that certain actions are necessary.
Therapists need to know what will happen if these actions are not done.

Actions by whom is not clear. Logical subject of "is necessary" is "what the client's Surface Structure claims".
