"Have they done the repairs?"—"Can't say off-hand, but I doubt it."

Hi, would anyone please explain what the meaing of "can't say off-hand"?
I know "say off-hand" means "say it without checking the fact and details", but what does "can't" mean here?

All it means is that without checking facts and details the speaker doubts the repairs have been done.
