Kirkman is the best.

He had the good sense to appoint Italia Ricci to his staff.

Obviously the answer is Frank Underwood. The man's initials convey his attitude towards all who might question his leadership, showing he is a true leader of Presidential quality.

Yes you are right, these all are fictional characters but Frank Underwood is much better then Donald Trump and Tom Kirkman because Underwood initiated the America Works programs, which is for several months until it was defunded by congress.

It looks like President Kirkman (ne Jack Bauer) is using his connections from his past work at ctu to the country's advantage. He has just brought Audrey Raines in. Her father was defense secretary 12 years ago, and now she herself runs a major defense contractor, under her married name of Frost. How dare you compare him to fictional characters like Underwood and Trump? You are all as unworthy to have him as your President as you are ungrateful.
