Ethymology of First Name--Rotha; Celtic? Germanic?

Would anyone have any intelligence pertaining to the name "Rotha"? I know of Co. Derry river "Rotha" (Ireland), and that it also means "screw", "vise", and "ray" (fish) in Gaelic. But this name also exists in German. Could it be of ancient Kelt origins?
