What kind of belly?
Commonly are two kind of bellies, but there are more if one adds the diabetic belly, etc.
The two common classes of belly are: The soft belly, and the hard belly.

The treatments are different.
The soft belly can be treated as suggested above, eating less and doing exercises. Walking, biking, playing a sport. Don't be discouraged if your legs and arms are the first ones to get skinny, because eventually your belly will catch up anyway. The belly will take longer to disappear, but in about a year and a half to two years you might accomplish leaning your body properly.
If you rush losing weight, you will recover it again because your body will desperately try to be as it was before.
Now, about the hard belly.
A hard belly is commonly a problem with accumulation of water. This is a problem that involves medical attention. It can be the liver, or any other organ or medical condition causing it.
For this hard belly diet and exercises won't be enough but following what the doctor prescribes you to stop such accumulation of water in your belly.
Then, it is not just diet, but a special diet plus some medicine. If the accumulation of water is cleared up, your body won't need of much exercise to diminish the size of the belly.
However, exercise is recommended with or without big bellies.
