Ecological Integration of City, Hills, Rivers

That is, to make a city like a landscape that organically integrates the city, the hills and rivers in and around it.

As headlines go, it isn't bad at all. I would have made it read "city, hills, and rivers.", but headlines are in their own special world. Likewise, I would only capitalize the word Ecological, but each magazine and newspaper has its own style manual.
