I'm 23 and have been studying Spanish on and off for about a year. If I were to study Spanish for an hour five days out of the week, what's the probability of me being able to speak it fluently by the time I'm thirty?
Any guesses?!

Buenas noches!

It depends entirely on how much you use it. If you do 5 hours a week but don't use it at all between times, then not as likely as if you read spanish news, books, listened to spanish music, wrote to a spanish speaker, visited spain in your holidays etc. etc.

Completely up to you!
