Are the employee pension funds of each of the 50 U.S. states subject to ERISA?

From what I can find it doesn't look like it. Most State pension plans are "defined benefit plans" which aren't covered by EIRSA at all and the EIRSA law wording appears to apply only to "private pension plans" - not public ones (the plans of government employees are considered 'public".).
