The manual says:
Slightly massage (anti)clockwise in a circle, and at the same time, your hands move upwards and outwards.
Do you feel the expression clear?
In the US, we say 'counterclockwise.'
Also the second part of the directions are redundant (unnecessarily repetitious) to me (they repeat what one would do if massaging counterclockwise.
also a good lesson to me.

in terms of application of makeup or lotion, the two parts of the direction are separate
one refers to the motion of the fingers, while the other refers to the path the hands are taking
so while you're massaging in a counter-clockwise directions, your hands are moving up and out
most package directions about this sort of thing begin by telling you where your hands should start
...
beginning at the front of the jaw and moving up, and out toward your ear, and massaging in a counter-clockwise direction blah blah blah
