You may have already tried this but have you looked at any local facebook pages for pet lovers? I see quite a few cats and dogs finding homes that way.
<edit> several of our local pet groups, in conjunction with vet clinics, have funds for assisting animals places in their care - they have regular fundraisers to maintain those programs
