At 23PM yesterday, the headquarters of the city prevention of flood and drought announced that the 18th typhoon this year has left far away from our city and the alert has been over. Up to the zero hour today, there are no victims citywide. The headquarters also demanded people from the areas along the coast should continue to try their best of prevention of harmful wind and ocean wave.
Regarding "there are no victims citywide", should I rewrite it as:
"there are no victims citywide caused by the typhoon"?
'At 2300 [this means 11 pm, eh?] yesterday, the headquarters of the City Prevention of Flood and Drought announced that the 18th typhoon of the season is now far from our city and the alert is over. Up to midnight [this mean 2400, eh?] today, there have been no victims citywide. The headquarters also asked people from coastal areas to continue to beware of harmful winds and ocean waves.'

"18th typhoon of the year" is different to "18th typhoon of the season. In China, experts used to describe the number of typhoon of the year, not "of the season".
