The last sentence of this paragraph seems very confusing.

B. Job Hunting:
A lot of young people today find it difficult to get a job, especially in the first few months after they leave school. This is much more of a problem now than it has ever been in the past. In some parts of the country sixty or even seventy per cent of young people in the last years of school will be without a job for a whole year after leaving school.

Who does the "young people in the last years of school" refer to? How can they at the same time have left school for a year with no job?

sixty or even seventy per cent of young people / will be without / a job

in the last years of school - describes the young people. (prepositional adjective)
They are currently in the last year of their college education.

for a whole year after leaving school - describes how long they will be without (prepositional adverbial phrase)
