Dear Sir/madam
I am confused about a phrase that i come across today i want you to clear this phrse to me. It is-
" In what may be taken as another barrier to the project"

Beth I'd suppose Ravi being esl is confused by the meaning of a sentence where the words apparently aren't in usu order

This looks like an introductory phrase, e.g.

In what may be taken as another barrier to the project, the government pulled its funding yesterday.
