What question needs to be asked to identify the verb of a sentence?

What is the action of the sentence.
Also, in compound and complex sentences the question, "what is the main action that is being carried out?"

The "action" is the state of being.
Didn't you study these kinds of verbs?

A state of being is not an action - when I say John is bald, no action is being performed
mostly helping verb(HV) followed by verb , so you have to give heeds to HV , I think this would be the solution ,
