Also, in compound and complex sentences the question, "what is the main action that is being carried out?"

The "action" is the state of being.

Didn't you study these kinds of verbs?

A state of being is not an action - when I say John is bald, no action is being performed

mostly helping verb(HV) followed by verb , so you have to give heeds to HV , I think this would be the solution ,
