I have this cute guy in my class that will come over and talk to me before class starts. He only talks to me about another class we are in but with questions that could easily be answered by our professor. So my friends suggested he may be talking to me because he likes me. I messaged him my number and in return he gave me his. It's been like a week now and he hasn't contacted me. Is it safe to assume he doesn't like me or that he's wanting me to contact him first?
Speaking a a guy, I agree with Jespah. Ask him for a coffee, or a bite to eat. Pick something casual and quick for the first date, it makes it much easier.
If you want to spend time with him outside of class, just ask him.

yes, engage into conversation with him. It does not matter what you speak about it should be clear to you if he likes you or not be the feeling you will have from the conversation. So... just spent your time with people you like.
