Hi
Can anybody tell me if the airation stone needs to lay on the bottom of the goldfish tank to be effective? Currently, its about a third of the way down, is that okay?

What matters most is that the air gets into the water. Consider pointing the stone so that the air pattern doesn't point straight up but direct it across so that the fish don't need to hover over it. The goldfish will swim around to get the air either from the surface of the water or wherever the air is circulating. The only time the placement of the air stone is critical to be at the bottom is when there's some live vegetation.
