Hello,
Un the sentence: "I didn't have the (chance or luck) to Know my grandma for a long time, she died when I was very young( meaning I regret it because I loved her)", is the right word chance or luck?

You could also probably convey both meanings with an alternate wording, such as:

I wasn't fortunate enough to have the opportunity to be with my grandmother for long, because...
