Secretary Clinton also began a push to get the president to lay out his own guidelines—“Obama parameters”—by which a path to peace might be
achieved.

The guidelines are designed to solve issues between Israel and Palestine. The question is what does the word "parameter" exactly mean here?
Does it mean "limiting factor" here?

Limiting factor is not a bad way to define it. Mr. Obama's parameters, it appears would be how far he would expect each side to go to achieve peace. However, there is not enough context to be sure what Clinton means, and Clinton is a politician. Politicians like pithy phrases, but they don't like specific statements and definitions.
