During his first term, Bush had taken flack for articulating what many
close to the situation in Israel and Palestine already knew.

Does it mean that Bush was criticized because he said something the people already knew about the situation?

From what I can tell, Bush said something about the Israel-Palestine situation that his political opponents considered to be either wrong, controversial or improper. However, others who were closer to the situation already knew that what he said was true.

Yeah, what FBM said. In the context, "close to" just means "familiar with."
