"In my heart, I know he is looking down on us today and smiling."
The phrase "look down on" means "to despise" , while Nancy actually wanted to say "look out upon". So she has misused the phrase?
No; she means Reagan is 'looking down from heaven at us.' 'Look down on' can mean 'look upon from above.'
Maybe he's looking up to us (as role models or- you get the idea)
