Could I use Most important?
- __, a queen was a symbol of feminine power.
When a sentence part is independent, many words can be omitted. But I am not sure whether the above, which sounds wrong, applies.

That would be fine, if in the context of
the entire sentence, a comparison of relative levels of importance was stated or implied.
