can somebody tell the use of make up to ? n is the daily conversation based on phrasal verbs more than the basic verbs ?

It's difficult to explain the uses of this, without some idea of context. Here are some examples:

A qualified plumber can make up to £20 per hour. [make = earn]

A few hours after their fight, George brought his girlfriend flowers, in an attempt to make (it) up to her. [to make up = to repair a relationship]

The model always applied her make up to go into town. [make up = face paint!]

If you have more specific questions (I dont' understand the phrasal verb v. basic verb difference - I've never heard of a phrasal verb...could be an expression only used for teaching English to non-natives).
