1) The living room window was broken . (state or action)

2) The living room window got broken . (action)

The sentences stated above have been recited from the following link:

I can't understand what are the difference between state or action? Sentence 1 can be used for both case. If I consider the work mentioned in first sentence as action, can I say that the work of breaking window was done for a certain interval of time/it was continuous action?

Please, help me to clarify what is meant with state and action?
