A police officer in Alabama proposed murdering a black resident and creating bogus evidence to suggest the killing was in self-defence, the Guardian has learned.

Officer Troy Middlebrooks kept his job and continues to patrol Alexander City after authorities there paid the man $35,000 to avoid being publicly sued over the incident. Middlebrooks, a veteran of the US marines, said the man “needs a god damn bullet” and allegedly referred to him as “that nigger”, after becoming frustrated that the man was not punished more harshly over a prior run-in.

The payment was made to the black resident, Vincent Bias, after a secret recording of Middlebrooks’s remarks was played to police chiefs and the mayor. Elected city councillors said they were not consulted. A copy of the recording was obtained by the Guardian.

“This town is ridiculous,” Bias, 49, said in an interview. “The police here feel they can do what they want, and often they do.” Alexander City police chief Willie Robinson defended Middlebrooks. “He was just talking. He didn’t really mean that,” he said in an interview.

How much training do Police have in the USA ? Here they have at least a year formal training and then another year probation whilst they are under an experienced officer .

Those sorts of statements are made by everybody, which is why wikileaks made such a fuss in its day . Did he mean it or was he just frustrated ?

There's way too much tactical training that teaches 'overwhelming force' in all situations.

It gives these guys the feeling they're invincible and untouchable.

How much training do they have ? I know you guys have far more levels to the Police forces than us . Does training vary across the board or is it standardised ?

As close as any standards go the individual states set fairly low standards generally though some stats do certify "peace officer", with cities setting their on standards equal to to better than the states regulation. Training is usually at local police achademies or local community collages and on the job training.

It sounds like a complete mash up . Why have so many Police Forces ? Why have different standards of training ?

BALTIMORE (AP) — A psychological firm paid to evaluate troubled Baltimore police, including a lieutenant charged in the killing of Freddie Gray, is under investigation by the city and has been put on probation by the state police for cutting corners in its mental health screenings of officers.

The Maryland State Police took action against Psychology Consultants Associated in June after an investigation showed the firm's president, psychologist Kenneth Sachs, and his employees and contractors were completing evaluations of officers' mental stability in 15 minutes instead of the 45 minutes required by the state contract, according to documents obtained by The Associated Press.

Experts say 15 minutes is far too short to adequately conduct psychological assessments, either for police applicants or officers seeking to return to active duty.

Baltimore's law department and inspector general are also investigating the firm's assessments of city police officers, said Kevin Harris, a spokesman for the city.
