1. Yes. To cite is to refer to (a passage, book, or author) as evidence for or justification of an argument or statement, especially in a scholarly work.
2. Yes. 'Then' forms part of an 'if ... then' conditional sentence.

'Then' can follow 'if' and 'since' (which is in your sentence).
