-whether/if

after

-I do not doubt/He does not doubt, etc.

?

"If" is conditional. "I do not doubt/ he does not doubt" are definitive. "That" should be used in these instances.

"Whether" refers to alternatives. It's used in questions concerning doubt.
"Do you doubt whether...?"
