Walter, California provides health insurance for all children, but the parents frequently do not register their children. I think outreach programs are provided at nonprofit centers and schools.

Hmmm.. I distinctly recall numerous predictions that the number of uninsured childern would skyrocket under Bush... This was one area where his opponents claimed he would fail miserably.
