I need to know about the following titles:

Project Discovering Program

Project Discovery Program

Why do we use the latter, grammaticaly I mean?

Probably just usage preference. The construction in either case is a title that is used as a proper noun. The latter may be preferred because "discovering" must be the gerund of "discover," but gerunds are identical morphologically to present participles. You can have a sentence "This project discovering Mars is a success," which uses the participle as an adjective to modify "project." While "discovery" is clearly a noun.
